Celebrate!

Here is a fun little celebration tag that I just finished.  I have been doing a lot of coloring and not much creating so I thought I should make something.  I checked Anyone for Anya and saw their challenge is a photo inspriation challenge this week.  The photo reminded me of a party dress... so here we go with a perfect party tag!
